As we step into 2025, it’s crucial for businesses involved in international trade to stay informed about the latest EU customs regulations. In December, two significant EU implementing regulations were published that impact the classification of products under the Combined Nomenclature (CN). These updates are essential for maintaining customs compliance and ensuring accurate product classifications in today’s complex trading environment.

Regulation (EU) 2024/3126 – Reclassification of Cleansing Wipes

Effective as of January 4, 2025, Regulation (EU) 2024/3126 repeals the earlier Regulation (EU) 385/2013. This change specifically impacts the classification of makeup removal wipes made from nonwoven fabric and impregnated with specific substances.
Previously classified under CN code 3304 99 00 (skin care preparations), these wipes are now reclassified under CN code 3307 90 00 (other cosmetic/toilet preparations).
The 2013 regulation detailed the composition of cleansing wipes, which include nonwoven fabric impregnated with specific substances. This reclassification aligns with the classification opinion 3307.90/4 adopted during the 73rd Harmonized System Committee (HSC) meeting of the World Customs Organization in March 2024.
A critical factor driving this update is Note 4 to Chapter 33, which was not fully considered in the previous classification. This underscores the importance of regularly reviewing product classifications to stay compliant with international export-regulations-0″>customs regulations.

Regulation (EU) 2024/3133 – Classification of Beanbag Covers

Effective January 5, 2025, Regulation (EU) 2024/3133 clarifies the classification of beanbag covers without filling material. These items are now classified under CN code 6307 90 98 as „other made-up textile articles.”
The beanbag covers are presented without filling material. The classification excludes them from being considered as:

  • Seating (CN 9401)
  • Bedding or similar furnishings (CN 9404)
  • Bed linen (CN 6302)

This regulation ensures proper classification for businesses dealing with similar products and helps ensure customs compliance.

Impact on Binding Tariff Information (BTI)

For businesses holding Binding Tariff Information (BTI) that conflicts with these new regulations, the BTI may continue to be applied for a maximum of three months from the date these regulations come into force. This is permitted under specific circumstances and conditions outlined in Article 34(9) of the Union Customs Code (UCC).
